Hmmm, that's a good question although only half of them (approximately) would have a penis. I imagine that boy penguins have a pouch of some sort where their penis lives so it doesn't get frozen - or scratched while sliding on the ice. Ouch!
A very good question. Maybe they wear special penguin jocks. Lucky girl penguins don't have that problem!
